They were released by a Spanish magazine methinks however Blizzard later stated that these were untrue and purely speculation I would imagine that to get a decent FPS and Image Quality youd need at Least a 7 series Geforce and a 3Ghz Processor. Dont quote me on that though.

SC2 will require a relatively good GPU.

Anyway I think it is reasonable to say that SC2 will not be as resource sucking as Crysis for example and you can now run that on Mid ranged stuff.

Can't remember the ranges though but NotSupporting's spec list seems about right.

WoW runs on some Ancient Machines and I remember laughing when WC3 ran (ugly looking) on my mates 600mhz AMD K2 processor. My computer cost me 300 bucks and it runs WoW fine.

How many frames do you WANT? Anything over 60 is redundant, and hence the engine probably discards frames over 60 to cater towards stability much like they do with wow. I imagine the specs you stated as recommented will actually be optimal.

Blizzard games do seem friendly to weaker PCs, but typically these estimated specs are much lower than what you really need. Personally, if I really needed a new laptop right now, I would probably get a small portable laptop (like the new eeepc) for <$500 and then after SC2 is out I would build a gaming desktop for <$1000 which would probably be able to play it at close to max settings. I'm guessing the overall cost should be about the same or less than a SC2 gaming laptop now. The problem is when you need to a portable pc AND need to play SC2 well (LAN party), but it will probably take a few years for something like that to become affordable.
