I just want to use the HDD as pure data storage thing, but Disk Management doesn't allow me to remove the partitions.
Is there any tool I should download to get that done? Or do I have to create a Windows boot disk?

It explains how to clean a disk on a windows machine using Diskpart. Read it carefully and pay attention to the red writing. Once the disk is erased, you can use Disk Management to create a new partition normally.

If you want to solve this by reinstalling Windows again, you should disconnect your HDD while you reinstall Windows. This will make sure that everything ends up on the SSD.

Before you try to do something to the HDD, I would disconnect it once to see if Windows still boots with just the SSD connected. There is probably a screen somewhere in your BIOS that lists all SATA ports and drives, and you can "disconnect" the drive there by disabling the SATA port, meaning you don't have to physically disconnect the cables of the drive. About how to do things to the HDD, if you can't get it to work from within Windows, you could use a Linux installation media. Most provide a normal desktop environment in addition to their installation program. When on that Linux desktop, you'd start the tool named "GParted". It should be able to remove the partitions you don't like. You can also move the large partition to the beginning of the drive to fill the gap there, but that will take a long time and might be a bit risky. If you don't need the data on the HDD I'd just wipe it completely and create a new partition back in Windows. If you want to try an alternative partition management tool for Windows, try "MiniTool Partition Wizard". I don't quite remember, but I think it also has a feature where it will restart the computer to be able to do things to partitions that are not possible while Windows is running.

Every tool I've used, including the one you recommended, won't let me remove the partitions on the HDD.

Another thing, I noticed the HDD is named "Disk 0" in your screenshot. I guess this means in the order of the SATA ports of your motherboard, the HDD is seen as connected first and the SSD after it. Perhaps something interesting happens if you change how you connect the drives to the motherboard and make it so that "Disk 0" in Windows is your SSD and not the HDD.

Changing the drive connections isn't an option as the laptop only has one 2.5 and two m.2 slots.

If those small partitions are missing, it's possible to create that "EFI System Partition" manually, then put the Windows boot loader in there and set it up to find the Windows C: on the SSD to make it boot. The problem is this is pretty hairy work and involves doing stuff in a command line window that you can get into on a Windows installation media. I don't know if there's an automatic tool that can do this.

in my case, the stupid windows installed itself both on the SSD and the HDD(i think the hdd had that 100mb sys. partition or the swap file was set on it; can't remember exactly); the system required both to boot and wouldn't allow changes to the hdd. i reinstalled win. obviously; was the only way to fix it and, when i reinstalled it, i made sure only the ssd was connected.
