Target that is currently attacking within response range > Target that is currently attacking out of response range > Target that can attack within response range > Target that cannot attack within response range
There are other rules within that general algorithm such as chasing after the initial attack target regardless of what else goes on, air units over ground units, units over buildings, and tendencies to under-prioritize suiciding units such as scourges, infested terrans, and spider mines.
