You have to provide some kind of evidence/proof (screenshots/replays etc.)if you are going to accuse somebody.
This thread will follow the format of the TL Hacker Database thread. The OP is worth a glance, especially if you are considering submitting a replay. any submission should follow the format:

Use whichever program you feel best to upload your replay. (Google Drive or some other hosting site.)
Feel free in the description area to provide your own proof. We will check the replay either way. It's recommended you watch your own replay for the obvious stuff before submitting...too many false reports and you're likely to be warned/banned.
What do to look for in replays?
Thankfully aidnai wrote up a pretty good list of things that are hack/not hack material. Take a look below and please consider. Keep in mind that sometimes people are lucky. If someone proxys you without a scout, they might have just gotten lucky. We can't really confirm a hacker on these sorts of things.
Good evidence for hacks (post replays that show things on this list):
Reactions to the army when it is under fog (this one is tricky though, as there is often a decent excuse for the hacker's army movement, for example, moving to defend vs a drop, moving to secure a third, moving to threaten an expo, positioning the army better, etc. For this to be solid evidence, there should be no obvious goal for the army movement other than a reaction to what is seen via maphack.)
Weak evidence for hacks (i.e. not enough evidence by themselves):
Proxying the correct location without scouting.
Anticipating drops/muta timing/DT's/VR's/backstabs etc. Some people just take these things into account in their normal build order.
Unit composition/blind counters. It could very easily be dumb luck that your opponent went VR's without scouting when you went pure marauder. Or whatever.
One or two glances at your main under fog. Everyone does this normally (at least I do), to remember what building they scouted, or to send a scout, or to feel more confident about the map/walloff position/whatever. If you're on a 4 player map and your opponent only looks at your main (before scouting), then that's evidence, but occasionally glancing can be normal too.
Not evidence for hacks:
Losing to someone with lower APM.
Getting dropped by b.net when you were winning.
Perfect timing with a push. A hallmark of high level play is well timed pushes, catching you when you are teching or expanding and are vulnerable. By itself this is not evidence.
Your opponent failing to react to what he scouts.
Your opponent does something that seems to not make sense.
Your keyboard not responding in a match.

TLDR of the game -This is a PvP cross map on Circuit Breaker. Bestmasteroh could not get a scout up my ramp. I decide to go 3 gate Goon with no tech, hoping that Bestmasteroh will be forced to play safe and go observer and I would be able to punish his lack of scouting. After my gateways go down and I start range. He immediately goes Citadel and with no further scouting - 3 gate DT all in, which is a perfect counter to my build. This is not a safe follow up to not being able to scout me - players at this level of MMR would do a facility into observer ASAP and play safe until able to determine what I'm doing, not just go straight into an all in counter that perfectly destroys me.
I'm not looking for counter arguments on how I could have played better to WIN that is not the point of this post.
