Players will be able to freely switch between regions via the StarCraft II login screen.
When your region’s game servers are undergoing maintenance, you may be able to play in a different region that is not down for maintenance.
Your game language and user interface will not change when you change regions.
Players using Global Play will be subject to the in-game policies of their selected play region.

So what does this mean for the age restrictions in Korea that prohibit playing past a certain time for those under a certain age? Will it be easier to circumvent those restrictions?

Not to an extreme degree. I have a NA and KOR account and I use the NA account exclusively because (1) since I'm masters I can get just-as-good practice on either server and (2) the latency is notable enough to be annoying to play with regularly.

Nah, you have to realize a lot of people don't want to get rolled alot as it's pretty discouraging. The korean server is just a step above, I imagine a lot of people will try and then go back to NA/EU after getting crushed a few times after their initial 5 games to get placed.
Also latency, some people get bad latency (I am lucky to not have that problem). This will discourage a lot of people from playing on korea as well.
Does anyone know exactly how much geography affects ping cross-server? Like, if I'm on the US west coast and have a decent connection (30+ mb/s) will I be able to play on KR without much lag?

Bandwidth has nothing to do with latency. West coast US should be playable on KR with minimal extra latency, Central / East US and Europe will likely be laggy.

I think you will need to play placement matches on new server. I doubt it.. if someone is for example low master zerg on.. and he wanna learn toss..that we will be in bronze in eny region.., proably game will put him league lower , max 2 , but not more..
Maby this is a reason for me , to back play sc from dota2 , didint play even one sc 2 game for over month now and was playing from beta start , was waiting for HOTS , but maby now.. mhmm :D

Unless they add server for cross regional play and improve their netcode it won't solve any of the issue concerning lag .

Bandwidth (download / upload "speed") can't change ping that much. Most games don't need that much. Bandwidth is just like how big a pipe transferring water between locations is. You can do things like download or upload faster because the pipe is bigger and transferring more water (if we're using the pipes transferring water analogy).
However, with games (which needs constant updates), what matters is the distance (most games, even MMOs, don't use or need that much bandwidth).
So yeah, the location does affect ping a lot (it's the main factor).
As for whether you get lag or not? Well, if you play long enough, you might get used to the lag (*WC3 with its default min 250 MS delay for example >.>).
I'd say there's probably 200-250 ms delay when playing on the KR server from US.

People (like me :D ) already troll silver league on their main accounts, so this doesnt create this "problem" you speak of. Think of it this way, we just want the silver league kids to have a decent challenge lol. After all, the best way to improve is to play someone much better than you are
Anyway, this concept is really really old. I dont know anything about Bnet (thats why i said concept, not technology), but this kind of option to play anywhere in the world is in every other multiplayer online game that i currently play, and have played in the past. To be honest, anything "new" that comes to bnet will most likely already exist in many other games, so instead of jumping for joy for something "new", there should be a "fucking finally" response, just so blizzard doesnt get the wrong reception, and they get the one that they deserve.

This is the freedom we wanted, it has its down sides. I've been asking my long time Singaporean friends to play SC2 for 2 years, but they prefer WC3 or WoW. At least they won't have the excuse of region locks after this patch.
Cheers for Blizzard putting things back how they were. The freedom of old Bnet was apparently under appreciated by Blizzard. I see a lot of what Blizzard has done in recent years as giving people a place to play, with lots of ideological restrictions, as opposed to letting the people create their own boundaries. It's a weird philosophy I hope largely goes away, or is implemented a lot smarter in the future. Clans will be another welcome return.
I can see how they might have thought people needed direction, and possibly some do, but it'll always be better for people to learn from each other, rather than have a guiding hand take them places that might not be what they wanted. It helps the social aspects. The second clan I ever joined on WC3 was in fact that long time Singaporean friend's clan.

Im in michigan and i get nearly the same delay to EU as KR... playable at a master level atleast. slightly choppy at times but its good most... Connections everywhere overseas for me have been terrible since the hurricane though.

The "fiersest competition" only applies to the people that are above the absolute best ladder players. If you arent a solid highmaster with 60%+ winrate then the people you will match on kr server and your server are the exact same level, since you havent reached the highest on your yet.
Also, why play with lag? Invalidates any game you play, this change is basically for pros so they dont have to buy a new account for every region for hots and lotv, totally useless for everyone else, unless you got friends cross-continent that you want to play laggy(and shitty) custom games with.
I really like this. There might be problems with it, but having the option to do that without having to have separate accounts is really cool. I'm looking forward to it!

Sucks that your friends live so far away But i'd guess thats not a common situation, the map sharing part is great , gotta agree with that!
Interesting that it is coming before HoTS, I assumed that Blizzard had dedicated more resources towards its expansion and won't have much left over for WoL, and also thought that to achieve Global Play would slightly harder to achieve and best packed into HoTS.

So, I have two NA accounts, a TW account, and an EU account. Am I finally going to be allowed to unsinstall all of these other copies and finally use one client for ALL of my accounts? Will it ask me what character I want to use? For example, if I have two accounts using the same e-mail will it ask me which name I want to use?

It sounds like it's just like D3/WC3/SC2 where your stats are separate on the different servers and it's just a matter of selecting which server you want to play on. So it sounds like if you really wanted to you could play as your main race on your main server and then only play as a different race on a different server and the two ratings wouldn't have any impact on each other.
Awesome news, didn't expected that before HotS release. Sadly playing on KR ladder will be not an option. I'm an old mmorpg player and played to many mmos on asian/KR servers, ~300ms ping from my place at best. Which is ok for some tab based mmos, but not for SC2/FPS'.
To anyone who wonder about their ping, type tracert kr.logon.battle.net in cmd and check last hop that responds, that will be your ping to KR battle.net servers give or take ~5% ( since last hop doesn't respond to ping ).
This is basically what SEA people have for SEA/NA but for every server ^_^
It's a great step forward but if it is exactly like NA/SEA have atm we won't have cross server groups/clans/friends which would be a bit disappointing.

If you log in on an account on the same email you get the choice of which character to log on to. This is why the character system exists.
Does this mean you have different accounts and ladders for each region like us in SEA already have?. If so it is great for playing different races and/or smurfing.

As Destiny said not long ago, even if Blizzard add's Global play i am not impressed with them doing so, because this should have been implemented at the start, or at least way earlier.
I mean a 13 year old game had that shit since it was released (I think), so it cant be that Blizzard didn't have the technology nor can it be that they didn't have the money.
Though ofc i am happy that Blizzard finally decided to add this feature but it doesn't change that it is really late, as well as the non ranked ladder and clan system etc.

Not really. Can't transfer data faster than the speed of light. Unless some drastic changes occur with physics, we will always have some latency.

This is gonna be a really useful feature for pros, considering how often Koreans play on NA (and vice-versa) it'll be good to not need 7 accounts to be able to practice where you want to.
There won't be any changes in latency. I expect the result will be a reduction in the average skill level of the Korean server, with the exception of the top-end.

They announced that HotS would have global play waaaay earlier. How many will play WoL only after HotS release? Not many I believe, so may as well make it for WoL a bit earlier to have better test results than with HotS beta, because way more people playing WoL now.

Yay, this is especially great for teamgames. Lost contact with a few people on NA due to being stuck with EU. I have always wondered if 3:3 is different on KR compared to EU too. Kinda like #Brood War Ladder and #Brood War Kor-Asia (frogot what it changed name to) and such channels in BW. Anyways I hope I can get high enough mmr to find out and then possibly steal some nice combos and bring back home.

The simple and probably more likely reason it wasnt in at launch was either that they underestimated how much people would want it or they didnt have it ready in time. A lot of the HotS features were probably features they wanted to put in WoL but didnt finish in time because at some point you have to launch your game.
It's definitely a nice addition, though not that big of a deal I think. A lot of people are just excited about the "glory of KR server" but other than that it doesn't really change much. Will be nice to play with friends from Europe though. Hopefully the latency won't be too bad.

You know, you could launch it when it's done. Or launch it and complete all the features in the next expansion 2 years later, that's cool too.
I have a buddy in korea who just test this out (not SC2, but playing a game on a EU server from korea). His latency was over 500 ms. There is no way in hell europeans will be able to go Korean server that's unplayable lag.

This is def very good and awesome and everything. But why? over 2 years too late. They even had it in BW why not implement it directly in bnet.2.0 ? Took too long imo.

wow, finally something really really good out of blizzard. who knows, playing on the korean server might be a shot in the arm for the foreign community. I for one cant wait to get rolled my platinum level players and get better at the game as a result.

Well, this was what they should have had in the first place. So minor props to actually implementing something that should have been there to begin with. Now all we need is LAN so that tournament competitions won't have to suffer the dreaded disconnects.

Each region will have separate profile data, meaning that characters, profiles, ladder rankings, progress, and friends lists will not carry over from region to region.
So I'm finally getting the ability to have different accounts for different races, without needing to buy multiple games Yay!

The global play was probably a combination of that and the fact that they wanted to insure lag-free gameplay for as many as possible and if they had global play inevitably everyone who wanted to be good would be on one server (probably Korea) and they needed to be able to insure lag-free gameplay for all who wanted to play on it and they probably didnt think they could.

Well on ICCUP I could play koreans and have absolutely no latency when I played them (and they lived in Korea). I am not sure how that worked out on ICCUP on bw, but I know it worked. So it's obviously possible.

I wonder what kind of effect this will have on the skill of the ladders. I imagine Korea won't change too much, with then bulk of non-koreans who play there being masters and up. However, between Europe and NA there could be some interesting phenomenon.

If I'm reading this right there is no global ladder. It simply gives you the ability to swap servers without purchasing the corresponding copy. Kinda makes me wonder if NA will become vacant, given a lot of north americans can get decent connection in Korea. I'll switch if my connection is good enough.

Well on ICCUP I could play koreans and have absolutely no latency when I played them (and they lived in Korea). I am not sure how that worked out on ICCUP on bw, but I know it worked. So it's obviously possible.
I don't know much about latency, so i could be wrong. It's certainly possible to have absolutely no latency. But it's not by Blizzard fixing stuff, it's through the ISP you using.
Well I am just saying on iccup in bw you could play anyone and not have latency. Idra played TSL2 from korea for example and lots of players from eu/usa practiced together with no latency. It's just how it was, on iccup there was no latency and you could play anyone from around the world. EU players could play KR players and not have latency issues.

Good point, that is if the technology isn't there yet. It exists a decade ago, on the predecessor of the game itself. I'm no programmer, but I don't see how it would take 2 years after launch to implement it.

What you do of course is set a priority list and set your teams to work on each of there assignments with what you think is plenty of time to finish them all before launch.
As programming continues though you run into implimentation issues, issues making it work, and the occational weird bug that you cant explain because it doesnt seem to make sense, or even someone spending too much time making something work. This causes delays over time and all of a sudden what you thought was plenty of time becomes you picking and choosing things to delay until HotS and then once the game launches and you are starting on next game the cycle repeats.
I do understand what you are trying to say. There are certain priority, the core game itself is more important than Clan Support/ Chat Channel / Name Change etc. But let's be honest, 2 years after the game launch? For something that already exist?

If they delayed the game a year a lot of it probably could have been in the game because it would have thus delayed everything else (or well a lot of it since people were probably working on HotS before WoL launched) to get those features in but they used the logic of wanting to actually launch the game and pushed the features back to the expansion that they didnt figure were core features.
The global play was probably a combination of that and the fact that they wanted to insure lag-free gameplay for as many as possible and if they had global play inevitably everyone who wanted to be good would be on one server (probably Korea) and they needed to be able to insure lag-free gameplay for all who wanted to play on it and they probably didnt think they could.
Cross server latency is inevitable, there's no way they could fix that.(Proof me wrong HOTS) I'm from SEA, my ping on NA server never ever gone below 250ms. So i don't see that as a valid argument/ justification on the 2 years delay of the implementation.
Lag-free or not, let the player decides if they wanted to play on other servers. Friends have to spend $60 to play together just because they have a different version of the game is ridiculous.

Quite the opposite. NA is the only server which has a playable connection from all of NA, Europe, and Korea. Plus, most NA players will play a game on Korea and give up after getting stomped. In fact, there are already many NA pros with Korean accounts who still play almost solely on NA because it provides the best latency and decent opponents.
This changes nothing. They won't be doing anything to latency. They won't have a global ladder or cross-server searching (eg. no idea if you're playing vs a korean or someone in europe). All it does is give you an account on each server. Most professionals and competitive players already have multiple accounts.

Yeah, those are players who live in areas that have bad connection to korea, like texas [for col] and Cali with EG. Yet Vibe has perfectly fine connection to KR, and Catz did when he was in Florida. But that isnt the point. If something like 40% of Americans can switch to KR, whereas 100% of KR's can switch to America, it hardly means the traffic will be going in the way thats most efficient. I just dont believe Koreans are as liable to switch gateways as Americans are. People bloody well idealize koreas server.

So basically you are assumign that they only are doing it because they already made the money they would make off of multiple accounts despite the fact that two more expansions are on the way.
hence, "so soon". if they dont do it, some of those with multiple accounts would buy multiple hots and lotv. so either 1) it was a hindsight in the first place for not having global access or 2) they changed their mind (either money or approach ie. separated metagame shift)

The simple and probably more likely reason it wasnt in at launch was either that they underestimated how much people would want it or they didnt have it ready in time. A lot of the HotS features were probably features they wanted to put in WoL but didnt finish in time because at some point you have to launch your game.

If you are going to impliment something badly its often better to not do it at all. Having it be ridiculously laggy might be expected but if you think that people wont complain non stop about it being that than you are being delusional. There are people in a beta who complain that the game isnt stable.

Well, I think many people miss the concept that the ladders try and make it so you have a 50/50 win/loss. So even if you moved to Korean server, the only thing that will be lower is your placement (gold, plat, diam, etc.). You aren't going to get "stomped" more on Korean ladder than you would NA. This wouldn't apply to those at a pro level since practicing with refined builds and skill is a lot better than shitty GM players on NA.
More on-topic, this is the best thing Blizzard has actually announced in ages. All they have to do now is add LAN capabilities and we'd have a good game. Sucks for those who went and spent a few bucks on a foreign account copy. More smurfs, I suppose.

Ping is a measure of the round trip time for a small amount of information to travel through the internet between two locations. That is, it measures how long it takes a message to be sent somewhere, and then be sent back. Vienna is about 7000km away from Toronto, so a round trip would be about 14000km. The fastest data can travel is at the speed of light, which is about 299792km/s. That means, purely limited on the speed of light, the minimum ping between Vienna and Toronto is about 50ms. There isn't much Blizzard can do, beyond using optimal routing (which is usually out of their control and has a minimal effect) or discovering some revolutionary way of sending data through a wormhole that shortens the physical distance between the servers.

BW was not peer to peer, it was the lan latency plugin for chaos launcher (used in iccup, fish, etc.). Official battle.net was super laggy.
this doesn't change anything for me. i am only diamond on EU, so i dont need a harder challenge on any other server. even if i was better, ping issues would probably effect my gameplay. anyway, this should have been implemented ~2 years ago, before a lot of people bought KR accounts

Yeah I get what you mean. I doubt I'll play any better or find much difference challenge wise, though the metagame may be different. The only real difference for me will be ping, since both SEA and NA have apparently got worse ping than KR for Australians. Seriously hoping this is the case so I can just play there all the time.
The other thing is, i assume ladder rankings will be separated, so you could have an account on a server to offrace and another on your main server to main race.

PEOPLE! this is so that you can play with friends who are in NA when you are on EU or something, why would you play on the KR server??? challenge? lol only few care about that i will only ladder on EU. You always have the best pings on your home region, why sjouild i torment myself with higher ping? In LoL, i play with a ping of 14! beat that the servers are in my country^^

I will try out the other servers purely out of curiosity. But lag will factor hugely. At least, when you play vs the koreans, you get the authentic experience I suppose.
Why we still have to wait for MONTHS? A Geeker unlocked this stuff from the client about 2 months ago, and all starter edition can use it. (But if you has more than one unlimited edition, you can not use it because of some "language problems" which are made by Blizzard)

However, my only qualm is this: The SEA server where I play in is a small yet tight knit community, with people who are generally well mannered. The skill levels are regarded by consensus to be stronger than NA/EU at lower levels, while equalizing at around diamond or so, and having less powerful grandmasters.
If this option is opened up, many SEA players seeking to prove themselves elsewhere will probably go, making the already tiny community even smaller. Trolls from other servers will probably enter to smurf, making it less enjoyable for the low leagues.
I'm calling it now: I bet all the scrubs from NA will go to KR hoping for 'leet grindan', and the Koreans will get so sick of the influx they'll all move to SEA.

Top master and GM on KR will still be korean pro gamers only no matter what, then the worse player will just fill up the rest of the ladder going down? For example, a top master on na/eu will probably end up at like mid/low master on kr...

I'm pretty sure the LAN latency hack was just to remove the artificial built in latency in BW, which only made things worse on the official Battle.net. It might have done some other hacks, but there's no way to magically get around lag even in peer to peer. You could muta micro because your units would respond with only a small delay, however it still took 200ms or so for your actions to be reflected on your opponent's client.
It's a great idea! Since all regions are connected, by this thing called the internet, friends in the US, EU, SEA and Korea can now attempt to play with each other.

Wouldn`t it just be extra latency for them? Since your packets of data is still being sent to your "own region". It doesn`t change. Unless someone can give me a technical reason why someone from another region would affect your latency while you play in your own region.
Better late than never I suppose, hopefully they will use this patch to get some metrics for HOTS improvements as well. Don't see myself changing servers, but it will be great for lower level playhems.

Bandwidth has nothing to do with latency. West coast US should be playable on KR with minimal extra latency, Central / East US and Europe will likely be laggy.
I am in California and there is a slight delay in KR server. I also concur, it has nothing to do with your bandwidth but locations. If you are in West Coast like myself, then playing on KR will feel a bit weird. I play T as my main and when I play against Z, it is hard to split your rines due to very short delay. I mean it is like less than half a second but still, you will feel it.
I get about 100-110 ping living in Korea to NA. So I imagine someone on the west coast of NA will get a similar ping coming to Korea. I'm excited to finally be able to play on Korea with my damn NA version of the game. >_<

Guess they can have multiple profiles vs just having one. Like myself, since I have both NA and KR, I can troll on KR with my NA acct profile and I can offrace with KR acct on NA. Well, at least that is how my logic works ATM. We will have to see once it gets finally patched.

Technically, this stuff has been in the works for a long time. It's only recently that they've released details publicly and even started testing it out publicly in the case of the new stuff that's been recently added to the HotS beta.

My experience playing on KR from east coast US I that its kind of playable but micro is hard. I think i was at 250 ms. Marine splitting for example is almost a lost cause. Playing on Europe however is no problem at all. There's not much of a point o playing on EU because the skill level is the same up until GM.

That's total bull because there's a program out there that you can use to make lan possible in SCII.

YOU wont have a laggy game, you have to udnerstand if the game lags for HIM it not need to lag for you ^^ he will have lag and minibeams, at least tahts what i get on korean server lag lag and then a beam forward like 1second and he say "no lag here"

Although it might not be the most useful for most ladder players, this is actually a great help for custom games, as a bit of latency usually doesn't matter for those, now if they just allow you to name your game and make the open game list the default screen, their custom scene might have a chance.

You mean building eSports and helping make it more widespread in South Korea?
Sure you can dislike KeSPA for the whole GOM thing (multiple times) and trying to put a monopoly but KeSPA helped SC sell in South Korea by advertising the game.
Back then, a lot of people were into progamers (they needed an idol) and KeSPA helped in that regard.
SC1 sold over 4.5 million in South Korea alone and it was thanks to KeSPA.
Yes, KeSPA can be jerks sometimes with trying to kill off competition but here are some myths/facts that need to get out of the way:
1. KeSPA helped sell SC1 and helped advertise it in South Korea. They helped put a video game on television, watched by millions.
2. KeSPA helped build eSports. Yes, they helped build eSports in South Korea only but you can't deny that it hasn't set a standard and built a foundation for professional StarCraft games "and" how professional RTS games should work (professional BW games in Korea helps us know what should be in an RTS and what shouldn't be; it helped SC2 become another eSport).
3. KeSPA was not anti-foreigner at all. Grrrr... was a foreigner and he won the first OSL ever. Plus, Idra (and other foreigners) has participated in KeSPA tournaments before (Idra managed to get a progamer license).
4. Blizzard did anything about KeSPA around 2007+ (after SC2 was announced). You can't say KeSPA exploited the StarCraft brand because StarCraft 1 had LAN. KeSPA "exploited" the SC1 brand because Blizzard didn't do a single thing about it until 2007 (over 7 years after KeSPA was running their SC1 tournaments and displaying it on TV).
They just didn't try to reach out to foreigners overseas because eSports was no where near big as it is today (it was nearly nonexistent outside of South Korea, not counting really small tournaments).
The only main issue is that KeSPA tries to monopolize the market by taking out the competition via controlling most of the progamers and teams but this has only been an issue recently with GOM (with GOM classic season 3 and the recent GSL fiasco). Before 2009 (GOM classic season 3), KeSPA hasn't really done anything bad or detrimental to eSports in general (besides maybe overly enforcing rules like having to type PP exactly or so).
Yes, KeSPA aren't saints but Blizzard aren't either (at least in terms of who is in charge of the big stuff).
Finally plenty of other gaming companies would like for their own game, what KeSPA did to StarCraft (freely advertise it and help market it as a competitive eSports).
I'm not pro KeSPA only at all (my recent posts regarding KeSPA has been negative due to the whole forbidding their players from playing in GOM thing) but I just want to point out that despite what KeSPA has done negativity, they've done a lot of positive (whether intentionally or unintentionally) for eSports, StarCraft, and Blizzard in general.

Anyway, the main reason for no LAN is that it would make the game more easy to pirate. There would be custom servers which wouldn't require an actual copy of the game to play on. Controlling tournaments and other things is also a bonus but not the main reason because the ToS (when installing the game) enough could allow them to control major tournaments, which would make the whole anti-LAN thing more of anti piracy thing.
For example - BW had LAN but Blizzard eventually won the case against KeSPA regardless of the fact that BW had LAN. Basically, the no LAN thing (in SC2) has nothing to do with major tournaments or KeSPA, it's just an anti piracy thing. Also again, remember that Blizzard never bothered to do anything regarding KeSPA until 2007. Why? Because Blizzard was profiting thanks to KeSPA advertising their game for free. The only reason they started in 2007 was because BW could potentially compete with their new baby, StarCraft II.
Congrats to Blizzard, I guess, for finally implementing things that have been a staple in other competitive games for years. I guess they are finally realizing they need to start catching up.

Ping issues can be addressed. There are tools/solutions that can reduce ping and even it out, for example hosting a game on p2p between players, with Blizzard server only acting as a lobby and an lfg tool, much like it was in BW.
EU to KOR can be playable, back on iCCup Ret was often playing Koreans and streaming it, he little or no ping issues.

I don't think so, I'm masters league and I don't have a korean account (I know that's not high, but I doubt the guy who posted before is GM or anything). It's going to be filled with casual players who will be like "WTF, I CAN BE KOREAN LOLOL".

Seems like both US and KR svr give me around 200 ping. I don't remember ping to korea is that high in other games though. All i hope is the player base there, while being cheesy and aggressive, do not do stupid shit like blocking the ramp. I experience a stupidly huge amount of games (at least 10-20%) of that in US svr. I play games to have fun, not to frustrate myself.

I think a lot of players will slowly move to the NA server. EU players get decent ping, KR players get decent ping and obviously NA players experience normal ping. Actually, I wonder if they'll split it up into US East and US West again?

I remember in the WC3 days, whenever I was experiencing long streaks losing on the European server, I would switch to the US server and regain confidence, because my rank over there would be consistently better than on Europe ;-). I doubt there is a significant difference in SC2 though.

So, to those who keep saying "Blizzard doesn't know what they're doing!" I think this is one (amongst many) instances where they are in fact going to come out with a stronger support of online/casual play going forward. This can only mean good things for my own online play, as well as the strength of the community of both casual and professional players.
The one thing I think that LoL has proved is that the larger the player base, the larger the viewership. For SC2, which already has a very high conversion rate of viewers who at one time purchased the game but no longer play, this is going to be a boon Blizzard continues to support moves such as this.

I don't like this at all. Not with how all lag is shared. People with a good connection to the server shouldn't get punished by playing versus someone who has a bad connection or just lives far away from the server.

I heard this promise from a mod at the battle.net-forums when the game was in beta. I hope this isn't another trick to get people to buy the expansion since they aren't promising it at any date or in the expansion...

So many promises coming to the HotS expansion, and some of them will not be fulfilled. People will still buy the expansion, sadly enough, and will think that "the updates are coming soon".

Glad that they're doing this but it's kind of silly that they made a big announcement for it really, considering it's something that virtually every other game has had since 1998. Still, very excited for it, it's another small step in the right direction by blizzard.

Seriously, I find it cool though. Maybe Blizzard does this in part so that we don't take fundamental functions for granted. If they would have just given this to us from the start, we may not be as grateful for it. As cynical as I feel towards the "suddenly its possible" approach, I am grateful. Dunno why you find it so funny, it still wasn't a waste of money as far as I am concerned. I got to play on the korean server for 2 years and buying 2 copies of sc2 was still worth more to me then buying any other 60$ game that I would only play for a week tops.

So what you are saying is that receiving a non personalised e-mail that blizzard sent out to everyone who bought more than 1 copy of WoL (would have to be done by only sending it to people who put multiple copies on 1 bnet account, everyone who has 3 copies on 3 accounts would get missed... how would blizz know those accounts are all yours?)) would make you feel like they give a shit? Seriously, thats just stupid. They are thankful you bought 4 copies, you made them profit. You don't need to recieve an e-mail to know that everyone who bought 3 or more copies of SC2 are much appreciated customers, cause we made them 3 or more times the amount of profit that most players did individually.
We all knew somewhere in our minds that global play would come eventually, we knew that buying more than 1 copy wasn't going to be something needed in the long term but it was needed in the short term. I now have 3 accounts, that means i can have 1 account for each race in HotS. I'm very happy with that and need no thank you letter from blizzard.

Like if I want to play KR, do I need to buy the KR region or would I just have one account bought from one region and that would unlock every server?

No, those profiles are free, like in Diablo 3. Just change region and create new profile.
