You can skip step 6, it is meant for those who have problems with automatic patch download. Besides, it seems Blizzard removed this help article and/or files. Since you are no longer required to install 100% of the game to launch it you can try as soon as it becomes "playable". | ||

I imagine that will be the case when they actually launch the feature. What's happening now seems to be a a side effect of Blizzard laying the groundwork for the feature. As far as I know, the feature itself is not actually live. | ||

I expect to have regional clients updated with option to switch regions as it was planned.
