Well... Looking at all the other maps this guy has posted (I guess Yeonun is his name) I'd say: He definitely likes to show off his terrain editing skills and weird gimmicks. Unfortunately his understanding of map symmetry is only marginal (just look how basically all his (4) maps are basically the same "select all symmetry checkboxes and map away" axially symmetric layout) and he does not seem to pay much regard to whether these maps work conceptually, gameplay- and balance-wise. So assuming they will "resurrect BW" seems a bit naive. I'd rather guess that maybe one or two of the very standard layouts make it throught to be actually used by Sonic and whether at least those will be actually balanced and last more than one season is questionable, as well.

Just toying around on Typhoon for a bit I can definitely say as much:
- The ramps do not look nearly as good ingame as on the picture , but at least this is not an actual problem for players... - The mineral onlies have "infinite" (i.e. 50,000 per patch) minerals. Questionable idea... But not the actual problem, either... - Some of the resources on the map mine just horrible (bottom mains! and nats! in particular) - Two patches do not mine at all - This guy seems to not even know where to place main geysers properly...
From the other stuff he also has on his page, I'd guess that he is probably actually a UMS mapper whom some one asked whether he'd do some melee maps as well... But he has some major basic homework to catch up on...

the more bizar/unbalanced the map the less interesting gameplay appears quite often
still its good they put in alot of effort designing new maps

Like I said, so many experimental maps, I'd actually wait until most of them are actually "finalized" and deemed fit for release outside of that community. I can see very little maps 'sticking' in the end, and even less making it to the official tournaments such as SSL.

if we're always aiming for "balanced" maps we'll never have island maps or any other non-standard maps, just fighting spirit 24/7
