Everyone is askign questions about it everywhere and it seems nobody understands how to do it yet... so here it is, no need for a Taiwan NID or anything.
Step #1: Buy the taiwanese game on this website for around 75$, it's the first thing for sale at the top. http://www.offgamers.com/starcraft/starcraft-ii-tw-hk/starcraft-ii-cd-key-c-4183-6056-6057.ogm
Step #2: Once your payment is sent and you went through all the steps, you'll receive your CD-Key on the website, it will be a picture, write it down.
Step #3: Create bnet account on your region's battle.net
Step #4: Log in to your account on battle.net and click on "account" in the top menu.
Step #5: Click "games & codes" in the dropdown menu then click "add or upgrade a game".
Step #6: Enter your game key, the one you received from offgamers when you bought the game.
You're done, your game is activated, you now either need the taiwanese client or the relocalization mod.
Good Luck. It works for me.
Edit: If your downloading the client, turn OFF peer 2 peer downloading in the options, holy crap took me from about 80k down and it SUCKING about 50K up making even internet browsing unusable to now downloading at 225-250k and not uploading anything since it isn't talking to the peers anymore. Working WAY better now.

Wow I didn't even realize the new localizations would make it this easy for foreigners to finally play on KR servers. I definitely might consider doing this, but I am afraid blizzard might already be preparing for this sort of mass migration.

So wait, I'm guessing by doing this we will have access to the korean server as well, due to the region link?

Pretty good I'd say, havent been in a ling/baneling war yet, but it seemed way better than some pros made it seem. edit: on latency.

been using a taiwan account for 6 months get better latency to it from Australia than to the NA and SEA servers

Just wondering but why do you have to buy the Taiwanese client from some random site? Why not just the tw.battle.net site?
Seems sketchy to me.

Because you can't buy it from the battle.net site unless you have MyCard points, I tried finding MyCard points and eventually gave up.
Edit: Also, just to be clear, you don't buy the client, you buy the cd-key. You can then download the client from battle.net after activating your game.

yeah i bought mine awhile ago and i spent frickin days looking for the MyCard Points it s a waste of time its better to go to a site like off gamers and buy it off them.
after u have the cd key you can either relocalize ur client so that u can play in ur native language or u can download the taiwanese client which has the same interface as the one in ur language except it uses different language labels additionally if u use the taiwanese clientu get all their unit sounds which are pretty good ^^

I googled a generator and was able to create an account within seconds. The one I used was a link off of someone's twitter.
