Xerath montage would be the most boring thing ever. He has zero utility and zero mobility....montage of full comboing people from really far away and positioning nicely gets stale fast.

Vayne is a great montage champion. It's amazing what she is capable of when you make good decisions with every tumble, use your condemn well, and makes your clicks quick and accurate.

I'm still heavily in favor of the Lissandra highlight video IMO. I saw one awhile ago and it was actually pretty damn cool.

Couple of nights ago I was playing jungle Nunu and I gank top lane Rengar and using Absolute Zero just as he was about to get out or even flash out Lissandra used her ult to pin him there and he ate the full ultimate cast. It was such a beautiful combo.

Old Olaf might have been kinda funny, get fed and just truck through enemy team at their carry.

Fiddlesticks can be fun, but it'll be once-in-a-lifetime stuff just because the combo of squishiness + delay (Drain isn't burst healing, ult tp has a channel, etc.) makes clutch stuff hard to pull off, it tends to be a bit binary (well that's my experience and feeling but I only run him support so obviously I lack the AP for super sustain, combining jukes with Drain, his ult to jump a wall and just his plethora of cdr-powered cc can make for absurd escapes considering how slow/squishy he innately is). It's a bit of the same with Alistar/Blitzcrank, there's a bunch of situations where you can make cool plays, but either they'll all look alike or you'll need flash and stuff to really "unlock" the potential of the champ.
Thing is there's all the flashy aspect involved. Jax and Irelia have way more room for outplays than Morello/people pretend, but it isn't too flashy (and mostly cooldown management) so it wouldn't be interesting to watch. Captain Jack's Cleanse/Flash/QSS Sivir video was amazing, but there's so much stuff that happens in barely an instant that people may feel the need to rewatch it several times instead of grasping it the first, which tends to hurt the flow of the montage. Sivir's passive can make for really cool jukes and plays/chases, though. Graves' W can be amazing if used well, but you only realise it if you're in the enemy team and get unable to wreck his team because of vision, for example. From a spectator/ally PoV, it's a lot harder to assess the quality of a W at first glance. A bit of the problem you get with Sona's powerchords, in a teamfight the Q is easily noticed, the others much less.
On the other end of the scale you've got champions like Draven who, when played well, are flashy and cool to watch as the standard, so you can do a montage of classic stuff and it'll look cool but people knowing the champ won't find it impressive.
Cassiopeia/Brand for cool kiting plays too.
Basically, champs with mobility, ground-targeted spells, cc, short-ish cooldowns tend to work well (combinations too). Survivability stuff also helps since it opens the whole "clutch shield to survive the last aa/baits" compartment.

Iirc the travel time of E was made just so you can't tp, yeah. Dunno if it was intentional or not, I'd be curious to hear Riot's opinion about this kind of possibility.
Also Kennen candidate for montages (mostly juking/kiting stuff too, fucker is a pain in the ass even with his ult down, clean-up king). And qtpie talking more and more in chat (esp. wrt calls) as his smurf climbs ranks amuses me.

E lasts 1.5 seconds and so did the self cast on R. Not sure what the intention was. My guess is they did in on purpose though. The ability to get an ult off and a free escape would be pretty strong.
