you are allowed to be 1lb over, unless it's a title fight brown would have made weight had they given him the 2nd chance. robby pranked dana after the weigh ins joking that he wouldn't fight b/c brown missed weight.
The weight rules of MMA are pretty simple, and it wouldn't have been as big of a debacle as it was if Dana would have figured out what was going on before running his mouth to the media.

Former UFC Middleweight Champion Anderson Silva will be looking to return on January 31st, 2015 to fight Nick Diaz, who has gone on hiatus since his loss to then UFC Welterweight Champion Georges St-Pierre
Edit: Also, UFC Welterweight Champion Johny Hendricks is expected to fight Robbie Lawler in early 2015.
Should be a fun fight. I'm really curious to see if we get an Anderson Silva hellbent on some sort of revenge or, most likely, we get a guy looking for a paycheck and a show. Will be cool to see Andersons head movement vs the volume punching of Diaz. I'm excited :o
Alvarez last fought at November 2013 in a rematch against then undefeated Bellator Lightweight Champion Michael Chandler and won in a split decision. Alvarez was originally set to leave Bellator for the UFC after a win against Patricky Freire on October 2012 but a contract dispute with Bellator forced him unable to leave. Now, seemingly with new Bellator CEO Scott Coker replacing Bjorn Rebney, things are changing for the better for Alvarez as he has seemingly signed with the UFC and going straight into a bout against a title contender.
