People used to say 200 CS by 20 minutes, but I don't know if that's still the "best" number or even "most realistic."
It depends on your champion and if you farm jungle camps.Realistically its best to just count how many creeps you miss not how many you have. Also compare to your lane opponent.
So in the client, the preseaon FAQ under League tab says you can't decay if you don't play in the preseason. Is this true for Master tier? Because I know normally you have to play every 10 days to not decay in Master+.

I'll tell you that very soon since I'm in masters and don't play l0l.
SO I finally reached 30 and I am playing the 10 placement matches. I have to say I am disappointed. I always played with the 'build team' where you applied to a role, but now I'm back again in that chat mess where people just can't agree on which role to play. Also, don't you think that one could improve faster by playing the role he feels more talented in?

everyone is most talented at MID MID MID MID (i called it first) what was your question again?
I don't think the quality of my games would improve if I had 1 top, 1 adc and 3 mid because that's were people prefer to go. If you're maining one of lesser seeked (jungler, support) roles in teambuilder, then you should have no trouble getting your role most of the time in ranked game.
for runes such as scaling hp, 9 of these runes give about 10 max hp per level. I don't know if this will be clear, but for every level gained, do you gain 10 current hp? That is, you heal 10 hp when you level up or is the hp gained proportional to your current hp?

I understand it is proportional to your current HP. The runes increase your max hp per-level amount, and you only heal the per-level amount at full health. You heal proportionally less if you've taken damage. So I think you would still heal relatively more, but not 10hp more if you are not full health.

I would check out Cyanide's guides:
He runs Attack Speed quints, AD marks, Mixed armor seals (flat and scaling) , 6 CDR glyph, and 3 MR glyph. He runs this on all of his junglers except AP ones (Elise)
J4 and obviously WW if you can get a Hand on him, though he is a lot easier than any other jungler and will not help you like others since he is quite different (try to gank with him pre6 ^^) he will work well as a starting Point to get the Basics. J4 is just a strong pick in General for the jungle so knowing him is always helpful.

WW is very nice for learning the importance of map awareness, who to gank and objective control: because you just have to A-move into camps, you have the time to look around the map and think 'hmm, what should I do next?'. You're ultimate is a no-skill punish button for catching over extending players, but at the same time he is also good at taking dragon/baron (like when you see the enemy jungler top, or there's a mult-kill somewhere). He relieves the player of mechanical skill (not that it doesn't help, even WW benefits from kiting and dodging skillshots), and lets him focus on macro skills.
As another jungler, I would recommend Amumu for lower elos (actually I even won games with him on my way through Plat): because he teaches build optimization, his ganks are quite strong (he can gank pre-6) and he can win low elo team fights by himself. I personally liked to build him more carry oriented when my first ganks were successful, because he spikes quite hard on stuff like haunting guise or Sorc boots, and fed Amumu ganks are a nightmare for bot/mid lane when you can chunk them down considerably, but he's also a nice tank if you don't pull ahead. Plus if you hit a 4-5 man ult in the late game even you're incompetent team will realize it's time to go in and win the game. However, I played the mummy in ranked during S4, so I don't know how good he is in the current jungle.

We need more info than that. Do you like burst assassination? Waveclear? Sustained damage? CC? Skillshots? Snowbally or being useful even when behind?
Do you want to be the guy that just deletes squishies on the other team, do you want to be the guy that dives in and starts every fight, do you want to be the primary damagedealer and the focus of the other team, do you want to be a guardian for your carries?
Otherwise all we can say is stupidly broad stuff like "Well you like Anivia which is a bird and Swain is like TWENTY BIRDS so you'd probably like him."
