Is there somewhere they are at 1080p?
SC2HL on YouTube does 1080p60 on some of its videos, especially IEM Katowice highlights, but the main ESL YouTube channel only has 720p highlights.

Nathanias, GauntletSC2 (shameless plug) do broadcasting in 1080 / 60. I think I've also seen BaseTradeTV broadcasting in 1080 / 60 lately as well.

Also some of SC2HL's video are in 1080p because re-encoding a 720p60 video to 1080p and then upload it to youtube can result in better quality due to how Youtube's encode servers work. I don't think there's a "cap" so to speak, maybe for non partnered streams, but we have streamed at 7.5 - 8k Mbps for over a year now with great results at 1080 / 60. I don't think Twitch particularly likes streams that go over 6k but I do know it's possible to stream over that.

Oh yeah maybe there isn't a cap now that Twitch has migrated to a HTML5 backend, which does not suffer from the same playback issues with Flash at high bitrates.
