The two branches of the ANS are sympathetic (fight or flight) and parasympathetic (rest and digest). In the environment we evolved in, using your fingers and fine motor skills were not required in these scary situations, we either had to run away or fight. The release of noradrenaline, causes opening of the airways, increased heart rate and increased core body temperature (which leads to sweating), the shivering is your body trying to increase its temperature. Blood vessels constrict (for the most part) directing blood away from your gut and liver and towards your big muscle groups, the side effect of this is the relatively small blood vessels supplying your hands and feet get reduced blood flow, the heat that was in them dissipates with the excess sweat and they go cold and less responsive. Some people are much better conditioned to function in the fight or flight mode, either genetically or through learning and thus don't experience quite as cold extremities. Likewise, those who are prone to anxiety get it much worse. The best solution is to warm your environment and your hands, which triggers vasodilation allowing the blood back in.
