I know that you can get lost in the process of learning BW, sometimes your mind is blocked because losing is very frustrating and sometimes puzzling in this game, sometimes you need advice from more experienced people to get back on track, but:
You put in a little thought before creating this thread, but not that much actually. Three lines of text, that's your thought process about this problem? (Cannot attack - one recall didn't work - lost to a tank push...) How should anyone figure out what your exact problem is?
You should at least post that last game of yours or other replays so that people can give you detailed advice - and judge your level of play. With a replay, one can immediatelly see if you're making basic mistakes on macro or control etc.
One minute of search on TL with the search function ("turtle terran", "PvT") gave me these results for example:
Any of these threads - or even the Basic TvP Guide on Liquidpedia - will inform you that you're not meant to attack into a Terran who is sitting on three bases. He is no threat to you as long as he stays in his base, and when he moves out, your Zealots can do the job in the open field as you described. You keep expanding and growing your economy/production and wait for him to move out, then strike/back-stab with army/recalls.
The Terrans you talk about don't play "passively" by the way, they actively go for three bases and build up a big push. These three bases are "easy" to take because you are not pressuring them in time, otherwise it's not easy.
edit: Sorry if this post got a little schoolmasterish, by no means do I want to say "only so-and-so can post here", everyone can do so freely, I can just ignore threads I don't like. There are just many of these threads popping out lately which seem to be opened on a whim, with a rather basic or vague question, low content to work with and seemingly little/no research done by the poster himself (not even forum rules...). Probably has to do with fresh players coming in and treating this here more like a loose chat than the forum that I have come to know which for the most part kept a certain form, e.g. in terms of creating threads. I tried to give enough content and hints for self-study, too, but I guess Gorgonoth is right to point out that some people rather seek personal advice directly as it's convenient/social.
Honestly the main option you have if you don't deny his third at all is go for a passive game yourself. I honestly think thats the best option. The main thing that have to found to help me beat macro terrans is, Gateways in your second main. 10+ gates in a second main and different angle is so huge. also if you have so many gates, feel free to bank. Honestly if you are maxed and have 4+ bases and 20-25 gates. don't feel like you have to attack, get arbiters full mana and just add gates, then just get the perfect and wait for him to attack, then go in. Also I can understand Highgamers but I think that people dont value the of personal advice.

But if you don't feel like watching i have some generic tips.
1. Terran almost always get their natural and 3rd and there's nothing you can do about it. They will then macro up make 2-1 upgrade and push out with a big tank army. In the meantime they will vultute harrass you. The reason for this is because terran have a harder time securing their 4th for some time on alot of maps until they can move out with enough units.
2. Protoss should always have not only more base than terran but more gateways. Even good engagements for protoss can end up cost effecient for terran. Protoss armys cant deal with big numbers of tanks. You need to be able to not only find the right position to engage in an attack, but also have the money and gateways to rebuild your army quickly.
3. Protoss does have good ways to deny terran expansions beyond 3 base and good harrassment tools. Keeping your army close to their natural but outside of siege range puts pressure the terran to do something. You can have obs at their 4th bases and take more bases yourself. You can also do storm drops and recalls in the meantime.
Oh well, since you didn't post a replay, I will post mine and do a little analyses, maybe we are having the same problems. Also, if someone else can take a look at it and tell me if my analyses is right or if I am doing something wrong that I haven't noticed.
Good points: - Good scout and aswner in the early game. I had a glimpse of the CC being build, gas being made same time as rax, 1fac expansion. I got my goons ready for the 4marines + 1tank push, I lost one beucase I wasn't paying attention, when I noticed the siege I backed off. - Siege Expansion, I can take a third easily, he wouldn't have vultures with mines and speed to harass for a little while, leaving me enough time to set it up. - I am trying to be more pro-active with a few goons and a observer, mainly to kill mines from expansions and the middle of the map. - My simcity is getting better, but holy fuck is 7'o clock FS base annoying, I have no idea how to place my gateways. - Okay job checking for expansions and army movement
Where I fucked up: - Late tech. super late leg speed, Arbiter tech too. But I am not sure if I should do it before the extra 4 gateways (at around 8:30) or after, since I did not see a third base. - I gave up the middle of the map easily. My army was just sitting at my natural, would be better to be closer to the Terran base, forcing him to push slowly (giving me more time to get the arbiters ready) and opening flanks and better angles to attack from. - I need to improve my macro, lots of probes sitting idle, too many probes in the main, not enough in the nat and third.
only attack a Terran when you have a sizeable advantage, let him attack first and often don't even run into that attack but go somewhere else, his units are too strong if they have time to set up, way too strong or use air carriers/recalls when he doesn't have goliaths there attacking a T expo, works if he made few units, or if you are already there and he has to attack into where he wants to expo its kind of like that, protoss is not very strong at attacking. Unless you make a ton of zealots, and there are not too many mines where you want to attack

Take the map and macro. Before being maxed add gates in second main. If he attack exchange army and max again. If he sits add gates and wait. He will have to came out. There are much more than 3 bases on the map and he will not be able to win the game just with 3 bases without a push.
Also if you know he will turtle until 200/200 you can start triple upgrades.
