They said 1 appearance per armor type but every raid everything will be much different and more raid specific.
They also mentioned a valid point that many people transmog out of the current tier anyway xD

Whelp, apparently they will only do 1 appearance per armor type
PER ZONE, so t19 would have had 2-3 sets of each armor type (one EN themed, one NH themed)

A lot of the random looks in raids are way lower quality and/or recolors of other stuff
there is 1 good set per class per tier which is like 12 sets
not that i particularly agree with it, DH has two or three good sets in the whole game and you spawn in one of them on character creation

So it's been a week since I started playing this game, here's my arms warrior char.
I've been grouping with the following classes for dungeons and have been struggling to keep my DPS up: Death Knight (Tank) Paladin(Healer) Affliction Warlock Havoc DH
I've been following a guide on Icy Veins, but my overall DPS was often below the others on boss engagements even though my ilvl is higher.
I've been starting the boss engagement with: charge -> rend-> colossus smash -> battle cry -> mortal strike, then just prioritize on mortal strike + colossus smash whenever it is off cd until execute is available. Is there something I should be doing differently?
Also I'm having trouble maintaining enough rage to cast stuff when they are off CD, is this a gear related problem?

How long do the bosses live for? Probably not long. I've been doing dungeons recently and between m0's with terrible groups and m10 with good groups the bosses this week are dropping in 50, 60 seconds or so. Fights that short highly reward specs that have a lot of ST burst damage but it doesn't really matter because they're so easy either way on those levels of content.
It's also usually a mistake - though an extremely common mistake - to hold all of your cooldowns for bosses all of the time. A good player can use them many more times per run to make things smoother and get the overall dungeon completion time down. You should take care to have cooldowns up when fighting bosses that will be very difficult for your group to kill (high Tyrannical keys or extremely high Fortified keys) but it's otherwise not that important.

Gear stuff: Did you unlock the netherlight crucible? It adds a huge amount of damage from +15 weapon ilvls and t2 powers; your weapon is 33 below my new druids so it doesn't look like it. Make sure that you have all of the artifact stuff up to concordance as well, it's required for the netherlight t2 powers anyway. If you're not weapon 66 already you'll get it very soon, it can be unlocked on day 1 with a bit of AP farming.
Enchants (neck, cape, both rings) and consumables (food, flask, potions of prolonged power) make a pretty big difference as well.

Cant help with warrior specifically but following the icy veins guide is indeed a good start. If you are unsure about the execution of your rotation you can always practise on training dummys. I would not buy expensive enchants for now btw as you are just starting out. Maybe some cheap ones (can also find tips for those on icy veins).
Also you could queue for lfr raids with the dungeon tool. The raid bosses there live much longer (although they are still super easy) and you can practice your stuff on them and also get more reliable numbers.
If you get super tryhard you can also load logs of your fights on warcraftlogs.com and compare your logs to those of the best players and see what you do differently or let other people look at your logs. But that is usually only done by more hardcore players (mythic raiders) and not necessary at all for now.

I unlocked all the tier 2 bonuses on the crucible, but the relics in my weapon are not very high. Is there a good way to farm higher ones?
My current ones are +46/55/58 levels before the t1 bonus from crucible.

What is your ilvl of your weapon period, that also might be to low to really hit out some damage. To get higher weapon relics you do more dungeons :D or you do every world quest on the map with a relic in to get it to roll higher titanforged or warforged ilvl and then it might become an upgrade.
Other than that, if you farm "rares" on the new zone (antorus) you will get a form of currency drop which you can use to exchange for gear with the vendor in the main Antorus hub. It is 670 per 1 relic which is 910ilvl plus with chances to warforge or titanforge aka make it even higher ilvl. If you have 910+ ilvl in each relic slot then your upgrades going to be coming from raiding or mythic plus keys that are 10 or higher.

Oh, you're playing an arms warrior? I started Legion as that and can give you this link. I'm not sure how up to date icy veins would be (since I haven't really looked at arms since switching), but this is basically the arms bible. If I went back to my warrior I'd be starting there. The arms channel on the warrior discord is generally pretty good too.

Weapon ilvl is 924 right now, I think most ppl at the top are around 970? I can buy ilvl910 items by farming the pink resources on argus for 650 each, but it seems quite slow.

Every 2 hours an invasion point (rift) spawns on argus and lasts for 6 hours, so there are up to 3 at a time. They give good AP, Argonite and legendary chance. Chests and rares also give a lot of argonite so you can get 5 argonite items per week quite easily, 10 with some work and probably 20+ with max farming.
My druid wep is 953 with i think a 925, 915 and 910 relic (one argonite, one m+, one heroic TOS)
triple 910 relics would give you a 947 if i got the math and memory correct there

Also dont forget to do lfr raids. Has legendary chance and you can get a first look at raids. Also drop some other loot of course.
When you do invasion points and similar stuff use the group finder.
group finder -> premade groups -> custom -> find a group -> type name of invasion point
This way you get it done in like 2 mins and can even be afk in the meantime.

The 4-piece bonus is now the 2-piece bonus, and still has a 10% chance to generate 1 Chi when you consume Blackout Kick! The 2-piece bonus is now the 4-piece bonus, and now it increases the damage of your next Blackout Kick by 175% (was 150%).
Now we're forced to use the super awkward Chi gain bonus I hate when Blizzard switches bonus when we plan to not use their 4p. They did the same shit to our t20 back then.

I mean, in the end it's a good tier set damage wise. And with the nerfs to other class, Windwalker is going to be very good for progress again.
But that 2p bonus is aids.. It's like giving unlimited combo point to a rogue but having a cooldown on their finisher. We have nothing useful to spend all those Chi on.. ~~
