ACTUALLY PROBLEM SOLVED, by fucking around with the program for like 10-20 minutes i managed to figure it out
Basically what you want to do is download Auto Hotkey, google first link
Go to the auto hotkey shit on the start menu and click "Auto Script Writer"
input the following :

click save next go to Convert ahk to exe find your file, choose a location for it save it there. make sure to run thsi whenever you wantt o play sc2 in windows mode (caps lock on = window lock/ off = free scroll)
next right click your desktop, go to personalization windows color ont he scroll bar go to padding, change this to zero
THERE you have it , windows mode with the ability to scroll freely
note : i found out how to make it work by just messing around, and the padding thing was suggested on a topic i read
