This might just be a language thing. Your country says France, so maybe you haven't heard it used this way because it's kind of colloquial, but when most people say "it's a shame" they don't mean that you should be ashamed literally, just that it's regrettable.
Like "It's a shame, I was sick so I couldn't come to the tournament" doesn't mean I'm actually ashamed or anything.
