Or to be fair, without that requirement banshee's and oracle openings would also be unviable. But surely you could tweak various stuff to make that viable.
"Build-order loss" should only be applied to situations where players have to make the game-deciding decisions before the opportunity to scout the opponent's tech.
Nah that definition doesn't really make sense becasue there are always ways you hypotehtically could have scouted and thus reacted.
Instead, the proper definition of build order losses is a loss in the early game and not related to execution/mechanics.
Scouting is execution / mechanics. So is applying the right counter based on your scout (such as seeing that the Twilight isn't upgrading, seeing how many units Protoss has / where they are).
