I really doubt whether the devs have an correct understanding what the BUGs and balance data are. Plus, man, what are the gas footprints for? Is there any slighest reason to make such a weird shape for unbuilt gas resources? For years nobody touched them. Not even the big changes like LotV introduction.

It wasn't designed to target floating buildings. Look at the name of the ability. The ability is supposed to be there to counter defensive structures like Planetaries, Turrets and especially Spore Crawlers. It wasn't designed for base race scenarios with Terrans floating structures away.
This isn't a bug fix, it's a change.

Yeah the name doesn't make sense now.

I noticed this in one of my games. I shot at a Factory and the Factory lifted as my shot was in the air. The damage was changed because of this and it definitely surprised me. I think it is because, when you have the upgrade it changes the colour of the shot, and so you'd expect that when it shoots it would do + damage. Anyways, I think changing that interaction could be a bug fix, but this is definitely a change.

I've actually been uising Tempest daily in all my ladders games when I get to mid/late because the building attack is super underrated.
I wouldn't say I have lost games ebecause of this, but some CC definitely have been saved because SCV can't outrepair the damage done by tempest when the CC is on the ground, but as soon as it floats the bonus damage vs vbuilding is lost and they can now repair it.
So this will very slightly increase my winrate vs terran

Think the gas size change is because workers are smaller now, so they don’t block the gas geysers quite the same way that they did pre-patch, so the gas buildings had their sizes changed to match? Can anybody confirm the details
