Well the ping you get is the ping to the bnet server, not the person you're playing against, so it doesn't necessarily relate to what you're experiencing in game but it is a good indicator. I generally get between about 100 and 400 ping to the server and don't experience lag in games as long as the other player has a decent connection too.
Do you have LAN latency on and are you putting Extra High Latency on?
I experience the same problem. my ping is also around golgotha's range. Yes I do have Lan latency on and extra high latency on. However, sometimes when my opponent dont have lan latency on, it is lag free for me. What exactly does extra high latency and LAN latency on do?
Also in a few cases my ping is under 200 but thats not consistent so is there a way to make that consistent?

LAN latency gives you the same latency (i.e. unit response time) that you get in LAN games, on regular bnet latency there is a delay on every command you give, in order to properly micro your units etc. you really need LAN latency. Changing the latency settings from low, to high, to extra high increases this unit response time but generally reduces lag if it is occuring. If you have LAN latency on then the Extra High latency setting still gives a better response time than Low latency without LAN on.
Having LAN latency on can cause you to lag, try turning it off and see what the result is.

Edit: I did some troubleshooting and I could not get anywhere. I turned off anti-hack, lan latency, etc and I still get the 600 ping.
It doesn't matter which launcher I use either, ICCUP or Mini.
My internet if it means anything to anyone: Also, my ping to Korea is 173ms according to pingtest.
One thing I did find out is that if I log onto US West or any of real battle.net servers, my ping is below 100....it is perfect. what is going on? I am very confused as to why this is happening. I never get internet lag in any games so I do not know where to start. Could have something to do with my proxy settings? All I did was follow the proxy forwarding guide on liquipedia to the letter.

People are joining my hosted games no problem so I do not have trouble finding games. but I feel like the 600 ping latency is what is causing the input lag when I control units. For example: when I muta micro on iccup or brain, there is a delay that makes it difficult to accurately use hold position micro or patrol micro. When I play on LAN with my friend, there is no delay so I can micro MUCH better.
Is this delay just me having this problem or is this universal? I am at my wits end in trying to solve this.

it is not advisable to be staying on 2 lings because you create opportunities for zealot harassment. you will need at least 6 before your 5th hatch and additional ones after. chase the probe with 1 ling and use the other 5 for scouting purposes.

Well, cannon rushing natural is really risky. You should go over pool and have 6 zerglings. You can run by one cannon without much loss if you time it right. If you managed to have 4~5 zerglings to toss' base, with proper micro, you should be able to deal a lot of damage. Since both of you are one basing, I think you have upper hand by having probes killed off. After that, you can just mass hydras and few zerglings together to break through. Or if possible go straight to mutal and kill off nexus.
Anyways, nowadays, going at least over pool will prevent any kind of early annoyance.

I think you should contact you ISP and complain about lag. I also had very bad lag during high peak usage times (like evenings). I had pinged google.com and had few package loss here and there. This provided enough proof for my ISP to check my internet for free of charge. The cable guy actually found that something was wrong and promised for fix within 48 hours. Now I don't have lag anymore and when I ping google.com I get 0% loss. So if you are having some packet loss, contact ISP and have some come down to your house and check connection.
okay I guess I was being stupid. Forget what I said about lan latency off or on. If both players have it, and it is enabled, then I can muta micro just fine. EVEN though I have 800 ping. I have 200 ping when I enter ICCUP and 600 after a game. But now I know that it really doesn't matter about ping. Now I just gotta play games with people with AH on and Lan Latency On.

you will lose a few ovies versus sairs usually only one or two, unless they keep pumping sairs
assuming you're playing against forge fe, make sure you force cannons with your lings, otherwise the corsair will come early against 1base play you have to get hydras before your spire
are you going 3 hat spire off your overpool? your build order should be something like 9ovie 9pool 14hat 15hat 14gas @100 gas lair

yeah that is pretty much my BO except i get gas quicker if i know he is going 1 gate. hmmm then is there a certain way I should rally my ovies? maybe if i hid them somewhere dark

When I host games on Fish, there is a lot of lag unless I put it on extra high latency. Why is this? On iccup I have much higher ping but I never lag. I set my games #L2 or #LL but I don't think there is a difference. please help!
If a player disconnects himself on Fish server and you don't hit the drop player button will you eventually get points when your opponent leaves the game?

it is normal to lose one overlord. however, from the point of you having your fifth hatch to the point that you begin hydra or muta production, it is important not to lose any overlords at this point because you will need to have sufficient stuff to deflect his timing attack.
currently, the most reliable way of dealing with them is to make a spore at each entry base(nat and 3rd) and place some hydras alongside. however, if you have good scourge control, cloning scourge is still the way to go. the trick is to attack the sairs at multiple angles so that he cannot accumulate the splash point on all your scourge.
the most important part about the simcity is to prevent him from running up your ramp to the main and to stop him from reaching the sunkens. the drones can also be used to block him from reaching your hydras.
