So it could be that veto's get removed when there are few online players.

This makes no sense. By first selecting map and then limiting the search to other players having gotten the same map selected, you limit the search to 1/9 of the players available, making the queue time 9 times longer than with the method that everyone says is used. That is true even if you re-randomize your map after a certain time in the queue. And there is no advantage of this method over the other one, as you cannot veto half of the maps. It is just a worse way to pair up people. I'm aware that Blizzard is frequently accused of being incompetent, but I don't think they are that stupid.

Hasn't happened to me even once in 2 years (and probably over 1k matches played over all accounts). Maybe it has a lot to do with which specific maps you veto - I'm pretty sure that veto choices are fairly uniform across the playerbase, which makes it a lot easier for the matchmaker to respect the players' preferences.

Not surprised you have asked though, its completely luck/random that this happens, and is a very small chance. Ive played roughly 5k+ games since i was in beta, i have never had it happen to me. i do switch my preferences alot though and randomly play with no vetos. I could see a person who keeps the same exact veto setup having this happen more easily.

In my 900 1v1 games this has happened to me like 15 times. In my total 1000 2v2,3v3 and 4v4 it has happened probably like total 200 times, but it is probably cos on those it is possible that every map is "vetoed" by atleast 1 player, meaning the match maker gets mad and just throws one random map.
