is there a match maker in place that finds opponents for you based on wins and losses against other players? or is the match maker related to your "RPG Level"?

From what I've seen the match maker is completely random... your "level" doesn't factor in who you get matched up against, and you can't even see win/loss so I doubt that gets factored in either...

there's a hidden elo rating used for the match maker, used to be able to find it in the warnings logs but since open beta your rating was no longer recorded in the logs.

Scout car nerf was justified, however the changes to t2 were a bit overkill. IMO the mg42 was already better than the maxim as it offered amazing support pinning everything in a huge radius. If they are going to nerf the maxims damage by as much as they did, it should gain the ability to actually pin a squad in a reasonable amount of time.
Not sure why the german mortar got buffed, but the 120mm got nerfed which it probably should have been, but i would have liked to see it be nerfed in other ways. For example make it so you need 2 or 3 command points to access it instead of 1.
Overall I i feel they went a bit overboard with the t2 changes

Played a few games last night... The 4-man axis squads seemed alright to fight against. Less MG42s being dropped for my men but the rate they were dropping at before was probably a little imba...

The only time MG dropped was when a lowbob German went AFK and didn't retreat from my M3. The additional squad member just makes it harder for conscripts to pull off a successful flank, because small arms fire is pathetic enough as it is, forcing you to use T1 building, because nothing else can touch MG... Maxim damage nerfed, Mortar made even more useless...

from watching the most popular Twitch.tv streams i saw a lot of hacking and drop hacking going on. no wonder that IPK guy said "time to play in person".
the problem is the "pro scene" can't support live events the way the C&C and SC scenes have in the past.
i saw only 3,000 people playing world wide on Steam last night. currently, 32 people viewing CoH2 games on twitch.tv the community is miniscule.

One thing really harming the game play experience. is this...

That's definitely what it seems like. The last two Three Moves Ahead podcasts talking about CoH2 seems to imply that that's the case, then you have Sega suing THQ for the preorder money for CoH2.... urgh.

The people who complain about SC2 should check out the complaints about CoH2 and then they can do 3 Hail Mary's and thank Mike Morhaime, Dustin Browder, and David Kim,
A Relic employee "Noun" in the CoH2 official forums responded to a request for lobbies and chat rooms so that you can set up a game AGAINST a friend you know from the game. At this point creating your own custom game is not possible. You can not play against your friends. Its "auto match" only.
"Noun" said "not in the near future" to any kind of custom games and also any kind of lobby where friends can meet.
I commend this employee for his honesty.
If I can't play against my friends I'm not buying the game even if its on sale for $5. CoH2 players are getting tired of all the bad news coming from Relic and are leaving the game in droves. The total # of players online is 2,416.
The small CoH2 player base is hemorrhaging. The total # of players online is 2,416.
I'm calling it now. Unless Games Workshop pays SEGA a giant tonne of cash for another DoW title for Relic to make. This is Relic's last game. If Relic goes down its a sad day for the entire RTS industry.
