What did you expect from CW? The show is a fine super hero soap but it's never going to close all the loose ends and have some deep motif.
You like it because the characters are all smooth talkers and sexy. Just admit it and leave your plot criticism for shows that actually want to have a strong plot in order to appeal to their audience.

On which note, if he wants to help people and he has a panacea the best use of that panacea is not to heal his wounds incurred trying to help people by shooting criminals with arrows. Use the giant company you own and run to synthesise that shit and sell it at cost around the world to billions.

Unfortunately they cast someone else than Katie Cassidy as Black Cannary, so it's unlikely that Laurel Lance saved Roy Harper. Neither of Oliver's old friends nor his sister will join him being the hero apparently. Show creators only teased viewers with Laurel and Thea becoming heroes
