the Ternyuubito are the world nobles who basically run the entire world, they recieve money from the entire world as "heavens pay" (the amount of frequency of such payments are unknown)
at any point in time they want they can point at someone and that person will immediately be taken to Marijoas to be there slave and they can kill anyone they want whenever they want
they are essentially gods who with the power of the marines are able to do whatever they want whenever they want with access to unlimited resources
any amount of money in the "heavens pay" is essentially chump change they collect just because they can
So, how does it feel to read something, and then completely ignore what they said? How does it feel to not know what "Blackmail" means?
im aware of what blackmail is, so let me ask you then how do you blackmail someone who holds all the cards? there not hiding there crimes there completely open about killing and enslaving people at random so what could DD do? tell the world there douchebags? the newspaper wont report anything the teny's dont want it to report they control all information and all the military
the only thing he could possibly use it info from the blank century and i doubt he has that info
Ask Oda. They outright say he stole money from them, and used it to coerce them into giving him his current position/power.
Forikorder you mention that the Tenryuubito receive money from the entire world. The entire world doesn't have infinite money, otherwise money would be meaningless, which it isn't, at least from what we've seen so far in One Piece. Therefore the Tenryuubito cannot have infinite money.
Secondly, One Piece tells us explicitly in Chapter 727 that DD raided a ship carrying this exact "Heavenly Gold", threatened the World Government, then became a Warlord. Since this "Heavenly Gold" is exactly what makes the Tenryuubito so rich, it cannot be "chump change", or negligible, since without it, the Tenryuubito would have no money at all. DD chose to raid only one of them, but seeing as he wasn't punished for it and instead used it as leverage, the possibility remains that he can raid all the rest as he sees fit, which would essentially destroy all of the Tenryuubito income.

thats jsut what Riku thought, Riku is not omniscient so his words are not guaranteed fact
the Ternyuubito do not actually need money, they can jsut force people to give them whatever they want for free, and whoever refuses gets killed by an admiral

Except that the only reason that they have admirals at their beck and call is because of the money they spend to fund the marines. Of course they need money.

i highly doubt the marines are at there beck and call just because of them being rich

"X is not omniscient, so his words are not guaranteed fact" may seem true and undeniable, but as an argument it provides us with nothing. The statement can be applied to literally any entity in existence, and omniscience can't even be proven except by an omniscient entity. If we try to use the statement to verify any position over another in a fiction like One Piece, we can't. Riku may be wrong, DD may be wrong, Luffy may be wrong. Ultimately, there is no narrator we can trust. Nothing is certain.
Keep in mind that in the context of One Piece, even this argument cannot make Oda wrong. One Piece as media is just a rendering of the fiction inside Oda's head, so in the context of One Piece as a fiction, Oda's imagination is canon. Everything inside it is true. (Even if we don't like it.)

Riku didnt know that Doflamingo and the WG seem to be on good terms, he seemed to actually use leaving the Shichibukai as a threat to the CP0 when he told them he failed to kill Moria him attacking the heavens pay may have jsut beena cover story so that noone would think its odd they gave hims status

Wouldn't you rather see Bartolomeo as a stalker fan rather than a crewmate? If he joined the crew his fanboy fits would just get in the way, but if he was a stalker he is free to gush as much as he wants, pick up souvenirs or even help the Straw Hats at times.

hed get way too annoying if he was a constant addition
Maybe they won't join the screw but Luffy needs some powerful allies like Bartlomeo, Chinjao, and Cavendish if he wants to stand a chance against a Yonkou.
