As long as you don´t restream part of the original audio it´s ok.
So I can't even restream the original KOREAN audio too?! I mean I can understand what the Korean commentators are saying but that's not right... How is AUDIO copyrighted?
Can't I use FAIR USE law in all this and restream with video and audio + my English commentary? It is a legal law in USA.

Hey guys, after a brief reading/research, looks like South Korea has its own fair use law in place that occurred in recent times.
With all these evidence, I have reason to believe I can restream and provide my own commentary for education, research and criticism purposes without trouble. And I have both Korean version and American version of Fair Use law behind me if this is true.
Please either back my claim or prove me wrong otherwise so I can decide if I can restream Seoul, Busan and Gwangju qualifier english commentary restreams for ASL 5...
Those games were so close. Rain basically won on his last ditch attempt twice. What I didn't get was Soulkey's refusal of going up to more than 4 expos. Or expand at all even if an expo had been taken out. He just went all-in every time instead of dragging it out. His army positioning was often weak as well. It always puzzles me how he controls and positions his army in ZvT so perfectly and then does the exact opposite in ZvP. That being said, Rain did a fantastic job with his corsairs in general, not just in the last game.
This is my first ever starcraft commentary, and english is not my first language so don't expect much, but at least it's on Youtube and not afreeca TV! :D
