Here's why:
Interceptors go back to the carrier if their health is too low. If they're plagued, they will have low health for a LOONNNG time, so even if they regain health after going into the carrier, they will go back in. Basically, they'll never come out to attack unless plague ends.
I've never seen this happen, but that's the explanation I heard.
Also, arb is incorrect. The carrier does NOT get plagued just cuz the interceptors are.

Are the interceptors destroyed whenever they return to the carrier? when the interceptors return the carrier gets plagued also really?! that's pretty interesting

turrets under buildings isnt illegal, neithers plaguing interceptors. You should win the game by default now imo.

Oh wow I never knew that interceptors don't come out when they have low hp... that is interesting

Uhh does the health regenerate when they are inside the carrier then? Or that would mean they would never come back out after being hit.

no. they just don't come out of the carrier while plague is still in effect, and when they do come out they have not regained hp. plaguing a mass of interceptors effectively castrates a number of carriers.

lol, how the fuck is building turrets under a building illegal.

lol, read what you quoted again, it answers your question

wait, are you saying the can just tap that magic G key and every interceptors will just refuse to continue raping my bases? That's so awesome, makes me wanna play some fastest games to try it out...

Why has nobody explained what — Intentional dropping lurker and SCV — defined by referee is yet despite (this is the 3rd one) requests for such an explanation?
Also, what are Terran sliding buildings, and how do you hide a turret under a landed building?

i heard that mining minerals are illegal too

Also, what are Terran sliding buildings, and how do you hide a turret under a landed building? Intentional dropping likely means a drop-exploit (aka dropping your opponent from the game) performed by using a lurker or SCV. How you do either one, I dunno. They may also have been patched and just left in the ban list.

actually that's pretty brilliant. i never knew that interceptors wouldn't come out with low hp. and since carriers are constantly moving with all the interceptors below them, it's possible to get them all in one go (by plaguing the carriers) and disable carriers for the duration of the plague. that's actually some ingenious use of game mechanics
for whoever asked, yeah interceptors regen when inside the carrier. it's actually an interesting mechanic, according to my tests (here: http://www.teamliquid.net/forum/viewmessage.php?currentpage=All&topic_id=16899&show_part=), the shields regenerate instantly, while the hp regenerates at a rate of about 10/second on fastest speed.

Damn I had no idea, I thought maybe some protoss player made up that rule cuz he was mad that hydras 1-shot all his interceptors but there is a reason behind it O_o
